My personal recommendation for very convenient exploration and great budget is Apartamentos Villa Pirata Tarifa.
Alternatively, Tarifa Old Town could also provide a very scenic stay (just filter for property with parking available, as parking situation in peak season can be difficult).

Rent a car (a must to beach-hop and move around freely and fast). Best deals found on Discover Cars and Booking.com.
